    ISRAEL ORDERS MASSIVE MILITARY FUEL STOCKS FAR IN EXCESS OF THAT REQUIRED FOR NORMAL OPERATIONS

    Three weeks ago the US Defence Security Cooperation Agency (DSCA) published a notice, as it is legally required to do, announcing that Israel has ordered massive quantities of various fuels suitable for military use, and in the case of the order for JP-8 jet fuel, suitable only for military use.

    The massive order is valued at some $2 billion and, as well as the 284 million gallons (1.075 billion litres) of JP-8 jet fuel, the order also includes 60 million gallons (227 million litres) of unleaded gasoline and 100 million gallons (378 million litres) of diesel fuel.

    Last week I wrote of how it would not be possible for Israel to mount a ‘unilateral’ strike against Iran because Israel would require complete connivance and support for such a strike from the US. I explained, as I have in the past, how it would be necessary for the US to supply the massive amounts of fuel need for such a strike. If Israel were to strike Iran, Israel would only require the massive amounts of jet fuel and over a billion litres of jet fuel would be more that enough to do the job in practical terms.

    If Israel were planning to strike Iran then that would explain the requirement for the large amounts of JP-8 fuel. However, it does not explain Israel’s need for such large amounts of gasoline and diesel fuel since an Israeli strike against Iran is unlikely to include any type of ground incursion into Iran for which these fuels would be used. The only conclusion one can draw, if Israel is not planning to actually invade Iran, which, clearly, it could not, is that Israel is planning to use the gasoline and the diesel fuel for some other ground incursion – and that can only mean an invasion of Lebanon and possibly the Gaza and West Bank when an attack against Iran is launched.

    This massive order begs the question; is the final confrontation imminent? And, if not, then what is all this fuel for?

    Time will tell. Jet fuel, if it’s going to be used in peak condition, doesn’t have a very long shelf life.

Previous nuclear tests, trumpeted at home, have been used by incumbent leader Kim Jong-il to boost his stature with his country's powerful armed forces and rally the masses around his guiding military-first rule. North Korea, scrutinised by U.S. spy satellites, can easily signal it is preparing for a test by moving equipment but that does not mean a blast is imminent. In April, Washington dismissed a similar report that the secretive North was readying for a third test.

    Description:
    Local police have seized an unidentified amount of radioactive material caesium-137 from downtown Tbilisi. Police seized on Friday last week the material from an apartment where a family, identified as the Kisishvilis, resides. Several people from the residence have been detained. The police have not made any statement regarding the seizure of caesium-137 and the detention of the people charged with illegally storing the radioactive material. But local media reported that the police had been interrogating Mr. Jemal Kisishvili and Mrs. Kisishvili. Caesium-137 is a radioactive material which is used to treat cancers and to treat some food with irradiation. But the material can also be used to make the "dirty bomb". Police records showed that previous seizure of caesium-137 had been made in Georgia, between 1997 and 2007. Caesium-137 is a radioactive isotope of caesium which is formed mainly through nuclear fission.

    Information about every Trident missile the US supplies to Britain will be given to Russia as part of an arms control deal signed by President Barack Obama next week.

    Defence analysts claim the agreement risks undermining Britain’s policy of refusing to confirm the exact size of its nuclear arsenal.

    The fact that the Americans used British nuclear secrets as a bargaining chip also sheds new light on the so-called “special relationship”, which is shown often to be a one-sided affair by US diplomatic communications obtained by the WikiLeaks website.

    Details of the behind-the-scenes talks are contained in more than 1,400 US embassy cables published to date by the Telegraph, including almost 800 sent from the London Embassy, which are published online today. The documents also show that:

    • America spied on Foreign Office ministers by gathering gossip on their private lives and professional relationships.

    A senior adviser to Gordon Brown put pressure on the commander of Nato forces in Afghanistan to play down the “bleak and deteriorating” situation to reduce criticism of his government, leaked documents disclose.

    Mr Brown, the prime minister at the time, visited the country and met Gen Stanley McChrystal, the US military commander, who described the growing threat posed by the insurgency and warned that the Afghan authorities faced a crisis of confidence.

    A cable states that a security adviser to Mr Brown told Gen McChrystal — with Mr Brown present — that his “bleak assessment” could result in negative press coverage.

    Gen McChrystal, who was later forced to resign, refused to back down. The cable, passed to The Daily Telegraph by the WikiLeaks website, states: “COMISAF [Gen McChrystal] replied that while he was sensitive to that impression, he would maintain his intellectual honesty – and that what might be perceived by some as a bleak assessment, might be considered by others to be 'realistic’.”

    At the time, Mr Brown was under scrutiny over equipment shortages and the number of British soldiers being killed. He was being urged by Army chiefs to “get more boots on the ground”.

    The cable states: “COMISAF stressed that while the situation in Afghanistan was “serious and deteriorating”, the mission could still be accomplished with proper resources and a focus on ANSF [Afghan National Security Forces] expansion and partnering.

    “Threats to security emanated from a resilient and growing insurgency, a crisis in confidence toward the government and its abilities and overall questions about Nato commitments.
    “COMISAF said that without additional resources, current efforts would be “fixed” – but with more resources, enough terrain could be controlled to deny the Taleban strategic traction.” The meeting was held at Camp Leatherneck in Helmand in August 2009.
    Mr Brown said that the British public needed to see more evidence of progress. “He repeated that the UK domestic audience needed to be able to judge successes 'month-to-month, not year-to-year’.”
    Just over a month later Mr Brown attended a similar meeting in London with David Miliband, then foreign secretary, Gen McChrystal and Adml Mullen, US chairman of the Joint Chiefs of Staff.
    Simon McDonald, then head of foreign and defence policy, asked the Americans to show “sympathy for the pressure” that Mr Brown was under. Mr Brown “repeatedly and forcefully” underscored the need for Afghan forces to play a much greater role. According to the cable, Mr Brown said his challenge was “persuading the British people that there was a way forward and not a stalemate”.
    It continues: “Given the lack of trained Afghan security forces and the casualties that UK forces are suffering, it is difficult to make that case presently. He repeated that there is a need for a much larger number of Afghan forces and they must become much more effective.”

    Situation:
    Iranian Foreign Minister Ali Akbar Salehi on Monday shrugged off a decision to halt its Bushehr nuclear plant, saying that Tehran was running routine tests because safety is its priority. "We make routine tests and repeat our tests, because safety is our priority in the start of a reactor," said Salehi on the sidelines of the UN Human Rights Council meeting in Geneva.



    "Safety and reliability is more important than the start of a reactor," he added. Iran on Saturday announced that it was removing the fuel from the reactor of the Russian-built nuclear power plant, a move seen as a big blow to its controversial nuclear programme. The decision comes just months before the facility -- which has seen a roller-coaster ride since its construction began in the 1970s -- was scheduled to generate electricity. In January, Salehi, who was Iran's former atomic chief, had said the plant in the south of the country would be ready to generate electricity on April 9 after operations began in November.The West suspects Iran's nuclear programme is a cover for a weapons drive -- a charge vehemently denied by Tehran -- but has not seen Bushehr as posing any proliferation risk.

    Situation: Authorities in Japan are evacuating 140,000 people from areas around two nuclear power plants as attempts are made to cool one down. The country is battling twin disasters, trying to stop a radiation leak from the crippled plant while rescue teams search desperately for survivors from Friday's massive earthquake and tsunami. An explosion severely damaged the main building of the Fukushima Daiichi nuclear plant on Saturday in the wake of the earthquake, causing radiation to leak from the facility, 240km north of Tokyo. Authorities were evacuating people from around the stricken plant and also the sister Fukushima Daini plant. "Evacuations around both affected nuclear plants have begun," the International Atomic Energy Agency (IAEA) said. In a 20km radius around Fukushima Daiichi an estimated 110,000 people have been evacuated. In a 10km radius around Fukushima Daini about 30,000 people have been evacuated. "Full evacuation measures have not been completed," the IAEA said. Saturday's blast at the Fukushima Daiichi nuclear plant is understood to have not damaged the reactor itself.

    "The plant operator, Tokyo Electric Power Company (TEPCO), has confirmed that the integrity of the primary containment vessel remains intact," UN atomic watchdog the International Atomic Energy Agency (IAEA) said. Japan told the IAEA there was an initial increase of radioactivity around the plant on Saturday but that levels "have been observed to lessen in recent hours," the Vienna-based agency said. Japan's Chief Cabinet Secretary Yukio Edano told reporters the nuclear reaction facility was surrounded by a steel storage machine, which was itself surrounded by a concrete building. "This concrete building collapsed. We learnt that the storage machine inside did not explode," he said. However, Japanese officials told the IAEA they were making preparations to distribute iodine to people living near nuclear power plants affected by the quake, the Vienna-based agency said. Iodine can help protect against thyroid cancer from radioactive exposure. After the Chernobyl disaster, thousands of cases of thyroid cancer were reported in children and adolescents who were exposed at the time of the accident.

    Workers have pumped seawater into the plant's reactor to cool it. The wind at the disabled plant was blowing from the south, which could affect residents north of the facility, Japan's national weather forecaster said, adding the direction may shift later so that it blows from the north-west toward the sea. The direction of the wind is a key factor in judging possible damage on the environment from radiation. Japan's nuclear safety agency said the accident rated less serious than either the Three Mile Island or Chernobyl disasters. The World Health Organisation (WHO) said that the public health risk from the radiation leak appeared to be "quite low" but the WHO network of medical experts was ready to assist if requested. "At this moment it appears to be the case that the public health risk is probably quite low. We understand radiation that has escaped from the plant is very small in amount," World Health Organisation spokesman Gregory Hartl said. Local media said three people suffered radiation exposure near the plant after the massive earthquake, which sent a 10-metre tsunami ripping through towns and cities across Japan's northeastern coast. The blast raised fears of a meltdown at the power facility, 240 km north of Tokyo, as officials scrambled to contain what could be the worst nuclear disaster since the Chernobyl explosion in 1986.

    However, experts said Japan should not expect a repeat of Chernobyl. They said pictures of mist above the plant suggested only small amounts of radiation had been expelled as part of measures to ensure its stability, far from the radioactive clouds Chernobyl spewed out 25 years ago. Japan's nuclear safety agency said it was rating the incident a 4 on the 1 to 7 International Nuclear and Radiological Event Scale (INES), less serious than 1979's Three Mile Island, which was rated a 5, and Chernobyl at 7. Valeriy Hlyhalo, deputy director of the Chernobyl nuclear safety centre, was quoted by Interfax news agency as saying Japanese reactors were better protected than Chernobyl. "Apart from that, these reactors are designed to work at a high seismicity zone, although what has happened is beyond the impact the plants were designed to withstand," Hlyhalo said.

The announcement was made at 11:43 a.m. in response to an incident involving a transformer attached to an elevator that overheated and began to smoke, according to Sarah Gebo, spokesman for Seabrook Station. The plant was required to declare an "unusual event" - the lowest level of emergency classification used by nuclear plants - because the smoke could not be stopped within 15 minutes. The incident occurred in a support building and not in a reactor. Gebo said there was no fire. The plant's on-site fire brigade was able to "de-energize" the component to stop the smoke, Gebo said. The Seabrook Fire Department was on standby but did not have to respond to the incident, officials said. "People followed their procedures exactly as designed," Gebo said. No one was injured and no evacuations were needed, Gebo said, adding that the plant continues to operate.

    The "unusual event" declaration ended by 12:43 p.m. Gebo said this is the sixth time the plant has declared an "unusual event" since it went online in 1990. The plant notified the appropriate agencies as soon as the declaration was made, Gebo said. As part of the notification process, dispatchers at the Rockingham County Sheriff’s Department contacted local police departments and other emergency officials. The procedures were similar to those followed during the power plant’s numerous emergency drills over the years. If the incident was more serious, fire departments would have been asked to respond. “It was under control quite quickly,” said Seabrook Emergency Management Director Joseph Titone, whose department was notified about the incident at 11:54 a.m. After receiving notification, Titone said he informed several other officials, including public works officials and the town manager. “The notification list parallels a chain of command. We actually have a lot of exercises that come in handy when something like this happens,” he said. Hampton Fire Chief Chris Silver said his department also wasn’t required to take action. “In this case it was only an unusual event. For us locally that means we’re notified, given info about the incident, and that’s about it,” he said.

HMS Vengeance is returning to Faslane under its own power on the sea surface despite a reduction in propulsion. The incident happened on Thursday night while the vessel, which is one of four nuclear-powered Vanguard class submarines, was in the North Atlantic. An MoD spokesman said the incident was "not nuclear related". He said: "Vengeance has suffered a mechanical defect resulting in a reduction in propulsion. "She is returning to Faslane under her own power." John Large, a consultant on nuclear safety, said the most likely cause of the failure would be discarded fishing nets or heavy mooring cables. He said the submarines were designed to disengage their engines and "dump" power in the event of a propeller unit becoming jammed. The boat carries up to 48 nuclear warheads on up to 16 Trident missiles, which weigh 60 tonnes and have a range of 4,000 nautical miles. The submarine also carries conventional Spearfish torpedoes.
