ผู้จัดการรายวัน-- คณะกรรมการป้องกันและบรรเทาอุทกภัยกลาง ได้ออกแนะนำไปยังหน่วยงานที่เกี่ยวข้องต่างๆ ให้ตรวจเช็คเขื่อนและอ่างเก็บน้ำทุกแห่งในภูเขาทางตอนเหนือของประเทศ อันเนื่องมาจากแผ่นดินไหวในลาวเมื่อวันพุธ (16 พ.ค.)

มาตรการดังกล่าวก็เพื่อตรวจเช็คสภาพและเตรียมป้องกันหากเกิดความเสียหาย หลังจากหลายจังหวัดในแถบนั้นรู้สึกถึงแรงสั่นสะเทือน รวมทั้งในกรุงฮานอยด้วย

คณะกรรมการดังกล่าวได้มีหนังสือเวียนถึงหน่วยงานต่างๆ ในทันทีเมื่อวันพฤหัสบดี (17 พ.ค.) หลังเกิดแผ่นดินไหว 1 วัน ทั้งนี้เป็นรายงานของหนังสือพิมพ์เตื่อยแจ๋ (Tuoi Tre)

หนังสือเวียนส่งไปยังหน่วยงานกระทรวงเกษตรและพัฒนาชนบท กระทรวงก่อสร้าง และทางการท้องถิ่นใน จ.เดียนเบียน (Dien Bien) เซินลา (Son La) และ จ.ลายโจว (Lai Chau) ให้รีบตรวจสอบสภาพเขื่อนและระบบชลประทานต่างๆ ซึ่งอาจจะได้รับผลกระทบจากแผ่นดินไหว

ในภาคเหนือเวียดนามมีเขื่อผลิตกระแสไฟฟ้ากับเขื่อนชลประทานหลายแห่ง ปัจจุบันกำลังมีการก่อสร้างเขื่อนเซินลา กั้นลำน้ำชื่อเดียว ซึ่งเริ่มเก็บกักน้ำแล้ว นอกจากนั้นยังมีเขื่อนผลิตไฟฟ้าหว่าบิ่ง (Hoan Binh) กั้นแม่น้ำดา (Da) ในจังหวัดชื่อเดียวกัน ทางตอนเหนือกรุงฮานอย

แผ่นดินไหวเมื่อวันพุธวัดแรงสั่นสะเทือนได้ 6.1 มาตราริคเตอร์ เหตุเกิดราว 15 น.เศษวันพุธ สื่อของทางการลาวรายงานเมื่อวันศุกร์ (18 พ.ค.) ว่า มีศูนย์กลางในแขวงบ่อแก้วติดชายแดนไทย-พม่าทางภาคเหนือของประเทศ

หลังเกิดแผ่นดินไหวได้เกิดอาฟเตอร์ช็อกติดตามมาอีกหลายครั้งในช่วงหลังเวลา 16.00 น. วันเดียวกัน แรงสั่นสะเทือน สร้างความแตกตื่นให้แก่ผู้คนบนตึกสูงกรุงฮานอย และ จังหวัดทางภาคเหนือของประเทศ

กระทรวงก่อสร้างรายงานในวันพฤหัสบดียืนยันว่า ไม่มีอาคารหลังไดในกรุงฮานอยได้รับความเสียหายจากแรงสั่นสะเทือน แต่ก็ได้ให้หน่วยงานต่างๆ ที่เกี่ยวข้องติดตามสังเกตการณ์ตึกสูงต่างๆ อีกครั้งหนึ่ง เมื่อเกิดพายุลมแรงในอนาคต หรือ เกิดแผ่นดินไหวอีกครั้งหนึ่ง เพื่อเตรียมการซ่อมแซมให้ทันเวลา.

หลังจากข่าวแผ่นดินไหวในประเทศลาว ที่ผ่านมา เปรียบเทียบเหตุที่เกตุเฉพาะวันที่ 18 พค 2550
1 น้ำทะเลก่อคลื่นสูงขนาด 5 เมตร พัดเข้าหาดทรายแก้วที่จ.ภูเก็จ
2 น้ำในแม่น้ำเจ้าพระยาเอ่อ ล้น ท่วม ถนน ซอย ทางเดิน ย่าน ท่าพระจันทร์ และพื้นที่ใกล้เคียง โดยเฉพาะริมแม่น้ำเจ้าพระยา กระทบถึง กทม.เตรียมกระสอบทรายถึง 4 แสนลูกให้กับประชาชนริมแม่น้ำ
3 ทางหลวง ชัยภูมิ 225 เส้นชัยภูมิ นครสวรรค์ ประกาศปิด ช่วงกม 104-112 เนื่องจาก เกิดปรากฏการดินแยก ที่ เขาพังเหย อ.ภักดีชุมพล จ.ชัยภูมิ
4 เตาตนุขึ้นมาไข่บนฝั่ง หลังบ้านพัก ผบ.ทร จ.พังงา ผิดปกติ จากแต่เดิม ปีละ 4 ครั้ง แต่ปัจจุบัน ขึ้นมาถึง 8 ครั้ง ปริมาณไข่แต่ละครั้งมีจำนวนสูงถึง 1,000 ใบ คล้ายกับว่ากำลังสร้างภูมิคุ้มกันเผ่าพันธุ์ของตนเองไม่ให้น้อย หรือสูญพันธุ์

รายงานสถานการณ์ “แผ่นดินไหวที่ประเทศลาว”วัน พฤหัสบดี ที่ ๑๗ พฤษภาคม ๒๕๕๐ เวลา ๐๘.๓๐ น​

๑. สถานการณ์ “แผ่นดินไหวที่ประเทศลาว”
- เกิดแผ่นดินไหว (Mainshock) ขนาด ๖.๑ ริกเตอร์ เมื่อวันที่ ๑๖ พฤษภาคม ๒๕๕๐ เวลา ๑๕.๕๖ น. ที่ระดับความลึก ๓๘ กิโลเมตร ศูนย์กลางอยู่ที่เมืองเชียงขอม ประเทศลาว ห่างจากชายแดนไทย ๖๑ กิโลเมตร
- ที่ตำแหน่งเดียวกันได้เกิดแผ่นดินไหวก่อนหน้า (Foreshock) มาแล้ว ๔ ครั้ง ขนาด ๒.๗ ถึง ๔.๕ ริกเตอร์ ตั้งแต่วันที่ 15 พฤษภาคม 2550 เวลา 21.35 น. ถึงวันที่ 16 พฤษภาคม 2550 เวลา 03.51 น.
- และเกิดแผ่นดินไหวตามมา (Aftershock) อีก ๒ ครั้ง ขนาด ๔.๗ และ ๔.๙ ริกเตอร์ วันที่ ๑๖ พฤษภาคม ๒๕๕๐ เวลา ๑๗.๐๔ น. และ ๑๗.๑๖ น.
๒. สาเหตุ
- เกิดจากการขยับตัวของรอยเลื่อน “น้ำมา”(NAM MA) ในประเทศลาว
๓. ผลกระทบและสภาพความเสียหาย
- แผ่นดินไหวครั้งนี้ รู้สึกถึงแรงสั่นสะเทือนได้ที่กรุงเทพ สภาพความเสียหายเกิดขึ้นที่อำเภอเชียงแสน จังหวัดเชียงรายยอดฉัตรของวัดพระธาตุจอมกิติหักลงมา และฐานของพระธาตุเกิดรอยร้าว ส่วนที่เชียงใหม่
๔. การดำเนินการของกรมทรัพยากรธรณี
- อธิบดีกรมทรัพยากรธรณี จะจัดแถลงข่าวชี้แจงข้อเท็จจริง ต่อสื่อมวลชน ในวันที่ ๑๗ พฤษภาคม ๒๕๕๐ เวลา ๑๐.๐๐ น. ณ ห้องแถลงข่าว ตึกเพชร
- กรมทรัพยากรธรณีได้ส่งนักธรณีวิทยาเข้าตรวจสอบพื้นที่แล้ว

According to the USGS a magnitude 6.3 earthquake struck the Luang Namtha province of Laos at approximately 3:56 p.m. local time [4:56 a.m. eastern time]. The quake was felt as far as Bangkok.
The epicenter was reported to be 165 km [105 miles] west, northwest of Luang Prabang, Laos at a depth of 38.1 km [23.7 miles]. The quake was located just north of the town Chiang Rai provincial.
There are no reports of damage as of yet, but the USGS reports that damage in the area could be "moderate to heavy."
"The tremor could be felt in Bangkok and the northern provinces. The people in Oudomxai, near the epicentre, were shocked and ran out of their buildings but there were no reports of casualties or damage," said Smith Dharmasarojana, the director of the National Disaster Warning Center.
Witnesses report office building shaking in Bangkok and several of the skyscrapers have been evacuated.
No tsunami warning has been issued.

Shoppers fled some of the Thai capital's many malls in panic and some high-rise office blocks were evacuated after they swayed. People in Hanoi, the Vietnamese capital, also felt the tremor and office workers were ordered to leave some tall buildings. "The building shook quite a bit and we were told to evacuate," said Michael DiGregorio, a programme officer at the Ford Foundation, a U.S. philanthropic organisation with offices on the 15th floor of a Hanoi building. The United States Geological Survey (USGS) said on its Web site (U.S. Geological Survey Earthquake Hazards Program) the quake hit at 0856 GMT with its epicentre 92 miles (148 km) from the ancient Lao capital of Luang Prabang. People in Luang Prabang, a world heritage site on account of its centuries-old Buddhist pagodas and temples, said they felt only minor shaking. Longitude and latitude coordinates given by the USGS placed the epicentre in the sparsely populated, mountainous northern province of Luang Namtha, in the heart of the "Golden Triangle" opium-producing region near the Myanmar and Chinese borders. The tremors caused some panic in the neighbouring province of Oudomxai, but no damage or casualties, Lao Foreign Ministry spokesman Yong Chanhthalansy said. He had no word from Luang Namtha, a remote province mainly populated by hill tribes living in wooden or bamboo huts. "A deputy governor of Oudomxai told me over the phone he and his staff were having a meeting on the fourth floor of a building and they all ran down in panic," he told Reuters from Vientiane, capital of the landlocked country of 5.5 million people. Google Earth measurements suggested the quake's centre was 45 km (28 miles) from the border of southwest China. A hotel receptionist in Jinghong, in the Chinese border province of Yunnan, said windows shook for about a minute. "I was scared, but there was no damage and everybody seems fine," he told Reuters.

It had a magnitude of Mw=6.3 and was felt over a wide swathe of the Indo-China peninsula causing some minor damage. A Mb=4.5 tremor occurred in the immediate region 19-hours prior to this event. The Mw=6.3 earthquake was followed by at least one aftershock for magnitude Ms=4.5 at 09:31 UTC.

The earthquake was felt strongly in western Laos, especially in the provinces of Bekeo, Louang Nampha and Oudomxai. Several buildings were damaged, including four temples, two stupas and two schools at Houayxay and Pakhta in Bekeo Province. Many people were frightened and went outdoors at Oudomxai town in the province of the same name, where it lasted close to 10-seconds. Parked cars were seen shaking in Oudomxai. It was also felt strongly at Louang Nampha in the Louang Nampha province; people ran outdoors and one eyewitness saw "produce" falling from shelves. Some residents of Louang Prabhang reported feeling tremors and experienced spells of dizziness, that are associated with distant long-period effects of large earthquakes, for close to 2-minutes. Mild tremors were also felt in multi-storied buildings as far as the capital, Vientiane.

In the Chiang Saen district, bricks and cement were dislodged from the thousand year old Wat Prathat Chedi Luang Pagoda. A spire on the top of Wat Phra That Jomkitti Pagoda and the lotus-shaped tip of Wat Pasak Pagoda were knocked down. Cracks developed in the Jomkitti Pagoda. Buildings were shaken strongly in Chiang Rai, knocked hanging objects off walls. In the Mae Rim district, loose objects were thrown off shelves. The 5-storey Prachanukroh hospital was vacated and later declared off limits. Seismic seiches were observed in swimming pools in Chiang Mai and Chiang Rai. In the Muang district, the quake rattled windows and many people ran outdoors. Tremors were felt in much of the northern provinces of Chiang Mai, Lampang, Nan and Phayao. Locals and tourists rushed out of buildings in the city of Chiang Mai where the quake was reported to have been felt for close to a minute. The earthquake was also felt hundreds of kilometres to the south in the capital, Bangkok. Several high-rise buildings, including the offices of the Xinhua news agency and the Swedish Embassy, were evacuated, especially in the Klong Toey, Phayatai, Phetchaburi, Sathorn, Silom, Sukhomwit and Vipavadi. In an isolated incident, window panes were reportedly damaged in the top floors of the MBK building on Siam Square. On 26 May 2007, a 2-storey building that was part of a Tourist Information Centre and damaged in the earthquake, collapsed in the Mae Rim district but did not cause any injuries. The structure had been evacuated after it subsided during the 16 May earthquake.

Elsewhere in the region, strong tremors were felt in Dien Bien Province in north-western Vietnam. Tremors were also felt hundreds of kilometres away to the east in high-rise buildings in Hanoi, Vietnam; the shocks were most distinctly felt in the central districts of Dong Da, Hai Ba Trung and Hoan Kiem. People in the Vincom twin towers on Ba Trieu street, the Melia and Daewoo hotels, the Hoa Binh Tower on Hoang Quoc Viet street, the Tungshing building on Ngo Quyen, and the Prime Centre left their buildings but later returned to work. In the Vincom twin towers, computers, furniture and window blinds rattled and sent office workers rushing outdoors. Tremors were also felt in Jinghong in China's Yunnan Province rattling windows for close to a minute. The effects of this earthquake in adjoining parts of the Shan State in Myanmar are unavailable.

According to the USGS a magnitude 6.3 earthquake struck the Luang Namtha province of Laos at approximately 3:56 p.m. local time [4:56 a.m. eastern time]. The quake was felt as far as Bangkok.
The epicenter was reported to be 165 km [105 miles] west, northwest of Luang Prabang, Laos at a depth of 38.1 km [23.7 miles]. The quake was located just north of the town Chiang Rai provincial.
There are no reports of damage as of yet, but the USGS reports that damage in the area could be "moderate to heavy."
"The tremor could be felt in Bangkok and the northern provinces. The people in Oudomxai, near the epicentre, were shocked and ran out of their buildings but there were no reports of casualties or damage," said Smith Dharmasarojana, the director of the National Disaster Warning Center.
Witnesses report office building shaking in Bangkok and several of the skyscrapers have been evacuated.
No tsunami warning has been issued

Laos hit by powerful earthquake

Buildings swayed in both the Thai and Vietnamese capitals. People reportedly fled shopping centres and buildings were evacuated in Bangkok.
However, there were no reports of damage or injuries. <!-- E SF -->
The earthquake struck 155km (97 miles) west-north-west of Luang Prabang at just before 1600 local time (0900GMT), the USGS reported.
The epicentre is believed to be in a fairly remote area of western Laos.
But it was little felt in Luang Prabang. One resident spoke of feeling "disorientated" for a couple of minutes, while others said they felt little or no shaking.
An official in the Laos capital Vientiane said the quake lasted around 10 seconds, and there were no immediate reports of casualties or damage from the area.
Checking buildings
But there were scenes of panic in the Thai capital, Bangkok, some 800km (500 miles) south of the quake zone.
Many office blocks were swiftly evacuated after the earthquake shook the city, with its occupants gathering in the streets outside.

"I have not seen a strong earthquake like this before, my head felt like it was spinning," Nattaya Limngern, a 40-year-old office worker, told the AFP news agency.
The quake was also felt strongly in the area of northern Thailand bordering Laos. Some people were evacuated in the city of Chiang Mai.
Officials said they were still checking buildings but had no reports of damage or injuries.
Hundreds of kilometres to the east, in the Vietnamese capital, Hanoi, the quake was felt mostly on the upper floors of high rises.
Around 700 people fled Vincom Tower, one of the tallest buildings in the city, when it started to sway, a company spokeswoman told the Associated Press.
"It was shaking for about three minutes, and I think this was the strongest shaking we have ever felt," Nguyen Thu Lan said.
"After the shaking stopped, many people who ran out wouldn't dare to return."<!-- E BO -->
